Abstract: In parts of the scientific community, researchers are advocating for more research on, and the development of, technologies for so-called solar geoengineering, which is a set of speculative technologies believed to be able to reduce incoming sunlight on Earth. The effectiveness of such technologies, the global risks that come with it, and the global governance structures that would need to be in place, remain uncertain and contested. Professor Frank Biermann is a member of a group of 350 academics who argue against an increasing normalization of solar geoengineering as a speculative part of the climate policy portfolio; instead, the group calls for an International Non-Use Agreement on Solar Geoengineering.

Frank Biermann is a professor of Global Sustainability Governance at Utrecht University, director of the ERC GlobalGoals project, founder of the Earth System Governance Project, and editor of the Earth System Governance journal. He researches new models for effective and equitable global governance in an era of human-caused planetary transformation and disruption. His work provides analytical groundwork for policy reform and charts detailed directions for new research. He proposes ‘earth system’ governance as an empirical reality and a political necessity.
