Short biography

  • Norio Okada was Director of Disaster Prevention Research Institute (DPRI), Kyoto University for the period 2009-2011, and now Prof. Emeritus of Kyoto University. He is also adviser to a disaster governance research institute named “IDiARRG, Kwansei Gakuin University, Japan. He retired as Director of this institute in 2006.
  • He studied infrastructure planning, water resources management and systems methodology at Kyoto University, and received. B. Eng, M. Eng and   Dr.Eng  all from Kyoto University in 1970, 1972 and 1977. He worked at IIASA  as research scholar from 1978 to 1980.  He carried out conflict analysis  of water resource development and published research on cost allocation methods by use of cooperative game theory.  Since then conflict analysis and game theory have been one of his major research interests, particularly related to urban planning, environmental management, and  water resources development.
  • Since 1977 he worked at Tottori University, first as associate professor, and then full professor. He started field works in mountainous communities of Chizu, Tottori prefecture. Since then he has long been engaged in scientific support for citizen-led participatory community management especially  in rural areas of Japan.
  • From 1991 to 2012 he worked at Disaster Prevention Research Institute (DPRI) and took research initiatives to explore a new cross-disciplinary research area called Integrated Disaster Risk Management (IDRiM) . Since 2001, he has been leading an extensive international research initiative to promote IDRiM  by organizing a series of international conferences and workshops in collaboration with IIASA, Austria. This research initiative has resulted in the formation of the new academic society called “The International Society for Integrated Disaster Risk Management (IDRiM Society) of which he has become elected as the first President and reelected and was in office  till April, 2017.
  • Currently he takes an initiative to extend the scope of integrated disaster risk management, particularly by taking into account governance, systemic risks,  sustainable management and climate change .
